Converting a garage is one of the quickest ways to add a room to your home. In many cases you will not need planning permission, but there are some important exceptions, and you will always need Building Regulations approval.

The short answer

Converting an integral or attached garage into a habitable room usually does not need planning permission, as long as the work is mainly internal and does not enlarge the building. Replacing the garage door with a wall and window is normally acceptable under permitted development if the materials match the house.

When you will need planning permission

  • Your permitted development rights have been removed. This is common on newer estates, where a planning condition may stop garages being converted so that parking is kept. Check the original planning permission for your house on the council's planning portal.
  • You live in a conservation area or a listed building, where external changes are more tightly controlled.
  • You are enlarging the garage, for example raising the roof or extending it.
  • A detached garage will become a separate dwelling, such as a self-contained annexe that is let out. That is a change of use and needs planning permission.

If in doubt, a Lawful Development Certificate gives you written confirmation that the conversion is lawful.

Building Regulations for garage conversions

Turning a garage into a living space is a change to a habitable room, so it must meet the Building Regulations. Typically that means:

  • Foundations and a new insulated cavity wall where the garage door was.
  • A damp-proof membrane and an insulated floor, often raised to the level of the house.
  • Insulated walls and ceiling to current energy standards.
  • Ventilation, including background ventilation and an opening window.
  • Fire safety, including smoke detection and a safe escape route.
  • Electrical work certified to current standards, plus heating.
